Despite the fact that many states have a variety of gambling laws, most have not done much to enforce them. That is because of conflicts with the dormant Commerce Clause doctrine. Nonetheless, in the end, it seems that these laws will remain in place. Furthermore, the commercial nature of the business may prove to be enough to satisfy the objections raised by the Commerce Clause.

This law is designed to penalize money laundering and other commercial activity associated with Internet gambling. Other criminal statutes implicated by this practice include the Money Laundering Control Act and the Racketeer Influenced and Corrupt Organizations (RICO) provision.
